Ministry of Land, Infrastructure and Transport (Minister Hee-ryong Won Won) Metropolitan Area Transportation Committee (Chairman Seong-hae Lee, hereinafter referred to as the Dae Kwang Committee) conducted a full investigation (July-August) on the metropolitan transportation improvement measures* (hereinafter referred to as improvement measures) for all 128 districts established so far. ) and announced that they plan to come up with an improvement plan for areas with inconvenient traffic.

* (Measures for Metropolitan Transportation Improvement) Establishment of regional transportation network construction plans for each district to minimize traffic problems caused by large-scale development projects such as new towns (area of ​​500,000 m2 or population of 10,000 or more) (introduced in ’97)

Through on-site inspections of major project districts, such as the 2nd new town, the Daegwang Committee identified areas where traffic congestion occurred in the early and mid-term due to a mismatch between the move-in period and the metropolitan transportation facility expansion period, or where traffic congestion remained even after the improvement measures were completed.

In the case of Geomdan District, Incheon, the traffic volume is expected to increase significantly with about 20,000 households moving in by the end of 2022, including 8,700 households moving in in the second half of this year.

Hwaseong Dongtan District 2 has been occupied by about 80% (90,000 households) since the first occupancy in 2015, but the improvement measures implementation rate was found to be about 42%, and the Gimpo Han River district (2019 improvement measures) completed), the traffic inconvenience such as congestion of the Gimpo Gold Line is serious due to the increase in traffic demand due to the small-scale contiguous development nearby.

Accordingly, the Daegwang Committee analyzed the current status of occupancy in all 128 districts and the implementation of improvement measures through this complete survey to derive problem areas, and prepare individual supplementary measures, which will be announced sequentially from September (~’23). .above) is planned.

Districts where improvement measures are in progress are designated as special countermeasures districts*, and measures are prepared to alleviate traffic inconveniences such as new regional buses, use of chartered buses for commuting, and improvement of transfer convenience. Separate short-term transportation measures, such as the introduction of demand-responsive transportation, will be prepared.

In addition, areas with habitual traffic congestion such as major railway networks and arterial roads will be designated as metropolitan transportation axes to establish comprehensive transportation measures*.

In addition, among the districts before the start of move-in, such as the 3rd new town, the district* that lacks connection with the move-in plan will adjust the project period for each move-in stage by changing the improvement measures.

To this end, the Daegwang Committee organizes improvement measures T/F, designates a person in charge of each problem district, and intensively checks and manages improvement measures through a joint inspection meeting with local governments and establishment of a hotline (Daekwang Commission – local government – project operator), etc. We plan to identify issues early and prepare countermeasures.
