Among them, the rainfall reached 373 mm between 4 a.m. and 7 a.m. on August 12, and the accumulated rainfall was 503 mm, which is the extreme value since the local meteorological record. The average depth of water in the town is 3.5 meters, and the deepest point is 5 meters.

Liulin Township is low-lying, surrounded by mountains and rivers on three sides. At around 2:30 in the morning of August 12, the rainfall increased. The Liulin Town Government urgently organized more than 30 cadres to shout on the street loudspeakers, knock on doors, and diverted a large number of people. At about 3 in the morning, the town police officers drove the police car to the streets and honked their whistle. , Once again urgently evacuated part of the masses.

According to preliminary investigations, more than 8,000 people were affected by the disaster in the town, and about 2,700 houses and shops were flooded and damaged, of which 221 collapsed. 11,300 meters of roads were destroyed, 63 bridges were destroyed, and 725 power communication poles were destroyed.
