As for the freight union’s collective refusal to ship, the President’s office criticized it, saying, “It has no justification, and it is an action that betrays people’s expectations for the recovery of the economy and people’s livelihood.”

Deputy Speaker Lee Jae-myeong of the President’s Office revealed this in a briefing session this afternoon, and as President Yoon Seok-yeol announced in a Facebook post last night, he said he was also considering an order to start business.

He emphasized, “According to the law, when there is a very serious crisis in the national economy, or when there is a risk of such a crisis, an order to start work can be issued, and if this order does not return to the site, legal action is inevitable.”

In order to issue a business start-up order, it must be reviewed by the State Council, but this deputy spokesman officially replied, “It is difficult to specify a specific timing.”

The reason for this appears to be that the requirements for issuing a work commencement order must be carefully reviewed.

The relevant statutory provisions are as follows:

Office of the President

Cargo Transport Business Act

Article 14 (Order for Business Commencement) ① The Minister of Land, Infrastructure and Transport may recognize that transport business operators or transport workers together refuse to transport cargo without justifiable grounds, which will cause or threaten to cause a very serious crisis for the country. economy by greatly obstructing the transport of cargo If there is a justifiable reason for doing so, the operator of the transport business or the transport person may be ordered to commence business. [개정 2013. 3. 23.]

According to the current law, ‘there must be a valid reason for admitting that it has caused or is likely to cause a very serious crisis in the national economy’, and in this regard, Deputy Speaker Lee Jae-myeong explained, “We prepare thoroughly, such as checking damage from an industry sector.”

Accordingly, it is said that it is difficult to discuss at the Cabinet meeting on the 29th immediately, and it is very likely that a special cabinet meeting will be held after Tuesday to review the requirements after considering the requirements.

In June, the cargo union started a group transport refusal, but after agreeing with the government to discuss the issue of the safe fare system, the transport refusal was stopped. Regarding the point that the government is passive in resolving the situation for the next five months, the President’s Office said, “It is not true” and emphasized that “the Ministry of Land, Infrastructure and Transport has been in continuous communication for a month June, and yesterday also asked for a meeting with the Cargo Solidarity to get a friendly answer.”

In terms of demanding that the cargo union establish and expand the safe fare system permanently as well as not just for three years, an official in the Office of the President said, “After it has been clearly verified that the system can safe prices really guarantee safety, what about the system?” It is desirable to discuss,” he drew a line.

At the moment, the priority is to check whether the safe price system can guarantee safety, and the explanation is that the expansion of items is not even prepared for discussion.
