Thiruvananthapuram | Health Minister Veena George today announced the changes in Kovid controls in the state. Following this, a detailed answer was issued in this regard.

The shops are allowed to open every day except Sunday. The minister told the assembly that those who visit the shops should have taken at least the first dose of vaccination, got RTPCR negative result within 72 hours or been cured of Kovid infection within a month. But when the order was issued, it was said that only this category of people would be allowed entry.

The restrictions are as follows:

1. Local authorities will enforce strict lock-down controls based on the weekly to weekly infection population ratio (WIPR). The WIPR is obtained by multiplying the total number of Kovid-19 cases reported per week by the total population of the panchayat or ward. In panchayats / city wards with more than 10 WIPRs, triple lockdown restrictions will be imposed. The list will be published by the District Disaster Management Authority every Wednesday evening using the data from the Kovid 19 Jagrata Portal and the information will be disseminated accordingly.

2. Shops, markets, banks, offices, financial institutions, factories, industrial establishments, open tourist spaces and other establishments can operate from Monday to Saturday. All shops, tourism centers and other establishments should display the vaccination records of the employees and the number of permitted customers at a time. It is the responsibility of the shop owner to avoid congestion inside and outside the store. Enforcement agencies will conduct inspections to ensure that these matters are complied with.

3. All public sector institutions, including government offices, public sector undertakings, companies, autonomous bodies and commissions, will be open from Monday to Friday.

4. Shops, markets, banks, public and private offices, financial institutions, factories, and industrial establishments are open only to those who have received at least one dose of Doskovid-19 vaccine two weeks ago, or who have a RT-PCR negative certificate taken 72 hours ago, or who have a one-month-old Kovid 19 positive result. Admission will be allowed at tourist places and other establishments.

5. All individuals (whether or not they belong to the categories mentioned in point 4) can go out of the house for needs such as vaccination, Kovid 19 examination, medical emergency, purchase of medicine, death of relatives, marriage of next of kin. Trips for long distance bus / train / flight / ship trips and trips for exams are allowed.

6. All shops and establishments can be open from 7 am to 9 pm to avoid congestion. People are allowed inside the store only on the basis of a shopping area of ​​25 square feet per person. Hotels and restaurants will allow online delivery until 9:30 p.m.

7. All passenger vehicles (public and private) are allowed in strict compliance with the Covid-19 protocols.

8. All competitive exams, recruitment and university exams / sports trials are allowed.

9. According to GO (Rt) No.459 / 2021 / DMD dated June 6, 2021 and GO (Rt) No.461 / 2021 / DMD dated June 10, 2021, there will be a complete lockdown on August 8, 2021. However, there will be no lockdown on August 15, 2021 (Independence Day).

10. Children who have not been vaccinated can accompany parents who meet the conditions set out in point five.

11. District Disaster Management Authorities should declare container zones and ensure that entry / exit from these container zones is not permitted except in emergencies.

12. In-house dining in schools, colleges, tuition centers, movie theaters, hotels and restaurants will not be allowed. Only online delivery is allowed in the malls. Educational institutions can only be opened to provide online education. Dining will be allowed at a distance of 6 feet in open spaces, inside vehicles and in parking lots.

13. Accommodation such as hotels and resorts will be allowed in the bio-bubble model in all areas every day.

14. Public events, social, cultural and political gatherings are not permitted. A maximum of 20 people can attend weddings and funerals. A maximum of 40 people can be accommodated in places of worship that can ensure an area of ​​at least 25 square feet per person. The maximum number of people in a small area of ​​worship will be reduced proportionately.

15. All departments should conduct online / social media campaigns for effective implementation of regulations.

16. All concerned departments should ensure that appropriate code protocol is followed in all areas. Departments like Transport Department (Bus Stops and Bus Depots), Fisheries Department (Fish Markets, Ports and Fish Landing Centers), Local Self Government Department (Markets and Public Places), Labor Department (Loading and Loading Centers), Industries Department (Industrial Sectors and Manufacturing Units) Coordinated action will be taken for this. District Collectors will appoint a Sectoral Magistrate to strictly enforce the regulations.

17. The police department will meet with the concerned local bodies and local trade associations to ensure that there is no congestion inside and outside the shops. Shops must make the necessary arrangements specifically for this purpose. Home delivery / online delivery will be encouraged.

18. Rapid Response Teams (RRTs) will be deployed at the ward level for effective contact tracing and monitoring, home quarantine monitoring and transfer of patients to domicile care centers (DCCs).
