Before the EU summit in October 2021, Polish Prime Minister Morawiecki publicly accused Brussels of surpassing its power.

The dispute between Poland and the European Union over whether the EU law is “supreme” in the member states cast a shadow over the summit of the 27 member states in Brussels, and it also reflects the deep-seated conflicts between the new and old member states of the European Union.

Because the Polish Supreme Court ruled in early October 2021 that certain parts of EU laws are not in compliance with the Polish Constitution, the EU may impose sanctions on Poland.

Poland accused the EU of “blackmailing,” but countries such as Belgium stated that Poland must abide by the rules, which reflects the position of most EU member states.

Polish judicial reform is one of the agendas of the EU summit to be held in October 2021. Leaders at the meeting also discussed a series of other issues, including the new crown epidemic, energy prices, climate change and immigration.
