Congratulations on the inauguration of the President of the General Assembly Cherber Kerrush.

Under the leadership of the Chairman, I hope that the 77th United Nations General Assembly will be an opportunity to gather the wisdom of the member countries towards a better world.

In particular, I would like to pay tribute to the dedication and hard work of Secretary-General Antonio Guterres, who began his second term this year.

The United Nations Charter proclaims the promotion of social progress and the improvement of living standards in greater freedom. It also calls for human unity to maintain international peace and security.

Just as the members of the community must remove the threat and protect freedom in unity when the freedom of an individual is threatened within a country, in the international community, when the freedom of any citizen or nation is threatened, we must the international community unite to protect that freedom and do it.

Our modern history shows the process of defending freedom and achieving civilized progress through unity and strength.

In today’s international community, the freedom and peace of the world’s citizens are once again threatened by changing the status quo through force, weapons of mass destruction including nuclear weapons, and the collective violation of human rights.

These threats to freedom and peace must be overcome through strong support and solidarity with the universal system of international norms that the United Nations and the international community have gathered over the years.

The theme of this year’s United Nations General Assembly, ‘Tipping point’, represents the seriousness of the global crisis we are facing, and at the same time means that the role of the United Nations is greater than ever.

The starting point for overcoming the crises we face and seeking solutions is to respect and confirm the international system of norms and the United Nations system that we have generally accepted and accumulated over the years.

The role of the United Nations is very important for mankind to achieve true freedom and peace.

True freedom is not just being free from addiction, but having the opportunity to realize yourself as a human being, it is about laying the foundation.

True freedom and peace can be realized through freedom from disease and hunger, freedom from illiteracy, and freedom from lack of energy and culture.

The United Nations has made many efforts through the United Nations Economic and Social Council and UNESCO to resolve these issues, but now it is being asked to take on a wider role and responsibility.

In order to solve the pandemic problem, support should be made bolder for countries with insufficient financial conditions and technological capacity through the cooperation of the international community led by the United Nations.

In pursuit of the global task of decarbonization, leading countries in the field of green technology should strive to share new and renewable energy technologies with more countries and should make no effort to support them.

In particular, in the era of deepening digitalization, the digital divide exacerbates the polarization between countries, so cooperation between the international community centered on the United Nations has become a very important task.

Leading countries in digital technology should provide more support for digital education, technology transfer, and investment in developing countries, and the United Nations should redouble its efforts to lead this.

Despite the recent fiscal tightening, the Republic of Korea has increased its support for the socially disadvantaged and its ODA budget with the financial resources it has raised through expenditure restructuring.

Just as expanding support for the socially disadvantaged is the basis for sustainable prosperity, support for countries in need in the international community will make the freedom and peace of the world sustainable.

As a responsible member of the international community, the Republic of Korea will fulfill its responsibilities and role for the freedom of global citizens and the prosperity of the international community.

The Republic of Korea is driving research and development of coronavirus treatments and vaccines, while further expanding its contribution to strengthening the global health system by committing $300 million to the ACT-A initiative and $30 million to the World Bank’s Financial Intermediation Fund. .

We are also engaged in negotiations to conclude a pandemic agreement with the World Health Organization, and will host the Global Health and Safety Initiative (GHSA) Ministerial Meeting in Seoul in November to respond to future infectious diseases .

In addition, the Republic of Korea has decided to dramatically expand its contribution to the Global Fund in order to actively participate in solving the common human task of responding to global infectious diseases.

Regarding climate change, Korea will expand Green ODA, help developing countries transition to low-carbon energy, and strive to share innovative green technologies with all mankind.

Korea has been transferring and sharing e-government digital technology to many countries including developing countries for a long time.

The Republic of Korea is now pushing for a digital platform government. It is an ambitious attempt to radically upgrade democracy, administrative services, and welfare services with digital technology.

In the future, we will continue to share more of these digital technologies and data and will spare no effort to invest in support and education.

It can be said that the United Nations system and the general system of international norms are now being tested in terms of the usefulness of a solution to the global crisis we are facing.

However, the crisis we face today can be resolved in a spirit of unwavering unity in sharing the universal value of freedom and working together to preserve and extend freedom.

Therefore, the United Nations system based on the spirit of freedom and unity and the system of norms that have been generally recognized by the international community should be supported more strongly.

If we turn our backs on the UN system and the system of universal norms and deviate from it, the international community will become a bloc and the crisis and chaos will be further exacerbated.

Greater efforts should be made for the international community to share their roles and work together to solve the problem by thinking more deeply about the nature and causes of the problems we are facing.

As a solution to this transitional crisis, I appeal once again to global citizens and leaders of the international community for their confident support for the United Nations system and the general international framework of norms.

In retrospect, the first meaningful mission for world peace immediately after the establishment of the United Nations was to recognize the Republic of Korea as the only legitimate government on the Korean Peninsula and to protect the freedom of the Republic of Korea by sending UN forces.

Thanks to the efforts of the United Nations, Korea has been able to grow this way. Therefore, the Republic of Korea will fulfill its responsibilities together with the United Nations for the protection and expansion of world civil liberties, and for peace and prosperity.
