If the amendment to the Criminal Procedure Act is processed by the 3rd of next month at the earliest, the legislation that the Democratic Party is pushing for will be finalized.

The National Assembly held a plenary session at 4:22 pm on the same day and voted to amend the Prosecutor’s Office Act to reduce the crimes subject to investigation by the prosecution from the existing six major crimes to corruption and economic crimes.

The bill was passed with 172 votes in favor, 3 against, and 2 abstentions.

In the Democratic Party, 161 people attended and voted in favor, excluding incumbent State Councilors including Justice Minister Park Beom-gye, Rep. Song Young-gil Oh Young-hoon who resigned due to running for local elections, and Lee Kwang-jae, a member of the National Assembly, who was diagnosed with Corona.

In addition, six members of the Justice Party and independents of the Pan-Passport Party also participated in the vote in favor.

Among the three members of the People’s Party, Rep. Lee Tae-gyu and Choi Yeon-sook were against it, while lawmaker Kwon Eun-hee, a former police officer, supported it.

Rep. Cho Jung-hoon of the transition of the era pressed against, while Rep. Yong Hye-in of the Basic Income Party and Rep. Yang Hyang-ja, an independent from the Democratic Party, abstained.

People’s Power did not participate in the vote, saying that the Democratic Party and National Assembly Speaker Park Byeong-seok were forced to vote on the bill unilaterally.

Instead, they stood up from their seats or gathered in front of the podium, shouting and expressing their strong will of protest.

The amendment was proposed at the plenary session on the 27th. The power of the people tried to stop it with a filibuster (unlimited discussion), but as the Democratic Party responded with a ‘salami tactic’ that splits it into one-day sessions, the debate ended with the end of the session at 12:00 on the same night.

A vote was immediately taken at the plenary session on the same day that the new extraordinary session of the National Assembly began.

This is in accordance with the National Assembly Act, which stipulates that if the unlimited debate is concluded at the end of the session, the relevant agenda must be voted on without delay in the next session.

The amendment to the Criminal Procedure Act stipulates a ‘prohibition of special investigations’ and aims to exclude the accuser from the right to object to the police investigation.

The People’s Power once again applied for a filibuster. Starting with Rep. Kim Hyung-dong from People’s Strength, Assemblyman Choi Ki-sang from the Democratic Party, and People’s Strength Assemblyman Mi-ae Kim, etc., started the debate in turn.

Even during the discussion, protests erupted from the seats or pointed at each other.

Due to the shortened session led by the Democratic Party, the second filibuster will also automatically end at 12:00 pm on the same day.

The Democratic Party plans to hold an extraordinary session of the National Assembly again on the 3rd of next month, three days later, to vote on amendments to the Criminal Procedure Act.

If this happens, the Inspection and Observation Legislation led by the Democratic Party will be finalized.
