The new strategy was made necessary by current developments, said Putin. His Foreign Minister Sergey Lavrov spoke of Moscow’s reaction to the “existential nature of the threats to our country’s security and development from the actions of unfriendly states”.

Lavrov: USA is the driving force

According to Lavrov, Russia is exposed to dangers from “unfriendly states” that endanger the country’s security and development. The new concept sets out how Russia could react to it.

Lavrov accused the US of being the driving force behind “anti-Russian reservations” around the world. Washington and its allies waged a “hybrid war” against Moscow.

“Elimination of traces of US dominance in the world”

The state news agency Ria Nowosti published the key points of the concept. For example, the “elimination of traces of US dominance in the world” should be given priority. The Kremlin therefore sees the policy of the US government as the main source of risk for Russian security and for international peace.

There is also talk of a “senseless confrontation” between the West and Russia. The Kremlin is counting on the West to recognize this. On the other hand, the expansion of relations with India and China is of particular importance.

Moscow has classified around 20 states as “unfriendly”. They include the USA, Germany, Great Britain and Poland. They have all imposed massive sanctions on Moscow over Russia’s war of aggression against Ukraine.
