Yes, Russian President Vladimir Putin has ordered “Russian troops enter Ukraine”.

Reuters reported a while ago that “President Putin has ordered peacekeeping operations in Ukraine’s pro-Russian rebel areas.”

Earlier, President Putin recognized pro-Russian rebels in Ukraine’s Donbas region as an independent state.

Putin signed the decree saying he could take steps to protect his country.

The decision was made after live TV coverage of the expanded National Security Conference, which brought together government ministers and parliamentary leaders.

The recent massive bombardment by the Ukrainian government forces rebel leaders have asked Russia to grant secession and independence.

As a result of this measure, Russia can openly support rebels economically and militarily and station their troops in areas they control.

Putin said the decision was aimed at deterring Ukraine from joining NATO.

The United States immediately protested the move and announced sanctions.

U.S. Secretary of State Tony Blincoln said, “I strongly condemn Russia’s approval of the independence of Donbass.”

Earlier, before Russia issued an order to enter the military, the White House had issued a statement warning that it would “impose sanctions that prohibit investment, trade and finance in the segregated and independent areas.”

The European Union has also warned that if Russia annexes the Donbas region, sanctions will be imposed immediately.
