Economic Feasibility Analysis of Incheon’s GTX-D Y-Shaped Rail Route
A recent interim report on the research service for the expansion plan of the Incheon Airport Rail Network reveals that the proposed ‘Metropolitan High Speed Rail (GTX) DY route’ is economically viable. The report, received by the Incheon International Airport Corporation from National Assembly member Heo Jong-sik, suggests that the cost-benefit (B/C) ratio of the GTX-D Y line is 1.18, indicating its favorable economic prospects. A B/C ratio greater than 1 is generally deemed as economically feasible.
The GTX-D Y-shaped route originates from Incheon International Airport in Jung-gu, Incheon, and extends to Janggi-dong, a new city on the Han River in Gimpo. From there, it spans across Bucheon Sports Complex to Namyangju and Yeoju in Gyeonggi-do.
In its revised form, the route aligns with the pre-established western region high-speed rail route, eventually connecting to Samseong Station in Seoul. Its design resembles a double Y-shape, incorporating Incheon Airport, Gimpo Sports Complex Janggi-Bucheon (left quarter), and Samseong Station-Paldang, Yeoju, among other stations.
The total distance from Incheon Airport to Namyangju (Paldang Station) is 85.68 km, and to Yeoju (Yeoju Station) is 132.63 km. The estimated project cost has been determined to be 10.309 trillion won.
The positive outcome of the research by Incheon International Airport Corporation is expected to influence the Ministry of Land, Infrastructure and Transport’s decision-making process. The Ministry has already submitted a preliminary feasibility study request to the Ministry of Strategy and Finance, moving the project a step closer to implementation. Additionally, the completion of the fourth phase of the Incheon Airport project, scheduled for October next year, is anticipated to attract an even larger number of daily users, further enhancing the viability of the proposed rail network.
Another study conducted by Incheon City in 2021, titled ‘pre-feasibility study for the introduction of metropolitan high-speed rail in the metropolitan area,’ evaluated a different Y-shaped project departing from Incheon Airport and Gimpo, extending from Geomdan to Hanam City Hall. This analysis yielded a B/C ratio of 1.03.
Expressing his views on the matter, Representative Huh emphasized the proven economic feasibility of the GTX-D Y-shaped route by Incheon International Airport Corporation and urged relevant organizations, including the Ministry of Land, Infrastructure and Transport, to promptly advance the project. He also underscored the importance of incorporating these findings into the upcoming national rail network construction plan.

The ‘Metropolitan High Speed Rail (GTX) DY route’ departing from Incheon International Airport and Gimpo Hangang New Town and passing through Bucheon Sports Complex in Gyeonggi Province was found to be economical.
