Xia Dezhi said that the formal implementation of the “Nanjing Municipal Domestic Waste Management Regulations” marked Nanjing’s entry into the era of mandatory domestic waste classification.
The “Nanjing Municipal Domestic Waste Management Regulations” includes eight chapters and fifty-five articles including general rules, planning and construction, source reduction, classified release, classified collection and transportation and disposal, supervision and management, legal responsibilities and supplementary provisions. The “Regulations” respond to the difficult issues of public concern, reflect pertinence and innovation, conform to Nanjing’s urban development positioning, have local characteristics, and have many bright spots.
The “Regulations” specifically have the following highlights: First, it breaks the classification bottleneck and formulates scientific and reasonable classification standards. Continue to use the long-term “2+2” classification method adopted by Nanjing City, and clearly stipulate that the city’s domestic garbage shall be classified based on “recyclables”, “hazardous garbage”, “kitchen waste” and “other garbage” as the basic classification standards. A more detailed enumeration is given; the second is to strengthen the responsibilities of governments at all levels and clarify the supervision and inspection system; the third is to work together to manage and integrate waste classification into the general pattern of grassroots social governance.
