Revised Standard Promotes Improved Port Logistics Service Quality and Competitiveness

Standard Review: GB/T 28580-2023 – “Port Logistics Service Quality Specification”

Introduction

The recently revised GB/T 28580-2023 standard, which replaces its predecessor GB/T 28580-2012, focuses on the service quality specifications of port logistics. As the rapid growth of foreign trade logistics continues in our country, port logistics has emerged as a crucial component of the overall logistics industry. With eight major ports in Shanghai, Dalian, Qinhuangdao, Tianjin, Ningbo, Qingdao, Guangzhou, and Shenzhen alone handling over 100 million tons of cargo, along with Hong Kong and Kaohsiung, our country’s ports handle half of the world’s 100 million-ton ports. Enhancing the quality of port logistics services will not only boost the competitiveness of our country’s port logistics services globally but will also establish our ports as significant hubs within the international logistics network.

Background and Revision

The original implementation of the national standard, “Port Logistics Service Quality Specification,” significantly improved the quality of port logistics services, optimizing the port logistics business environment. However, recent years have witnessed the strengthening of import and export trade, the establishment of land ports and national free trade zones, as well as the growth of cross-border e-commerce. These developments have rendered some aspects of the standard, particularly its technical requirements, inadequate for meeting the demands of port logistics’ new developments. Therefore, review and revision of the standard have become necessary to align it with current port management practices and the emerging needs of the industry.

Main Objectives

This revised standard primarily outlines general requirements, service specifications, service quality evaluation, and continuous improvement measures for port logistics services. It applies to enterprises engaged in providing port logistics services for general goods.

Key changes and enhancements in this revision include:

  • Reclassifying port logistics into three categories: port logistics, air port logistics, and land port logistics to accommodate industry growth.
  • Strengthening requirements related to multimodal transport in logistics plan design and transport operations.
  • Refining and expanding logistics services based on new industry developments, including network planning, multimodal transport, customs and tax declarations, risk management and emergency control.
  • Enhancing information and service management, emphasizing single window and one-stop services, promoting paperless and electronic documents, and facilitating public information service platforms.
  • Elaborating on operational services, incorporating detailed requirements and value-added services.
  • Introducing new provisions for service quality evaluation and continuous improvement.

Significance

The publication and implementation of this revised standard are expected to elevate the operational efficiency and level of port logistics enterprises. It will enhance the overall quality of our country’s port logistics services, foster the seamless integration of logistics, business flow, and information flow in import and export trade, and ultimately enhance our country’s global economic competitiveness.
