In Istanbul, negotiations between Ukraine and Russia were held on the 29th. The Russian negotiators said they would release details after returning to Moscow.

A Ukrainian negotiator said in talks on the 29th that he offered neutralization in exchange for security. Ukraine will not join the military alliance and will not provide a military base.
