[Reuters]-Russia’s Under Secretary of Defense Fomin announced on the 29th that he has decided to significantly reduce the deployment of troops near Kyiv and Chernihiv in Ukraine.
In Istanbul, negotiations between Ukraine and Russia were held on the 29th. After the negotiations were over, he pointed out that the decision was made in consideration of the necessary conditions for further discussions by fostering mutual trust. The Russian negotiators said they would release details after returning to Moscow.
A Ukrainian negotiator said in talks on the 29th that he offered neutralization in exchange for security. Ukraine will not join the military alliance and will not provide a military base.
A Russian official said he would consider the proposal and report it to President Putin.
