On the 16th, Yun Seok-yeol, the presidential candidate for People’s Strength, announced his Seoul pledge ‘Rebuild Seoul’, which includes undergrounding the Gyeongbu Expressway and railways in downtown areas in the metropolitan area, such as the Gyeongbu Line, Gyeongin Line, and Gyeongwon Line. The Seoul pledge also included a plan to extend the Shinbundang Line to Eunpyeong New Town in the northwestern part of Seoul and Samsong Station in Goyang, Gyeonggi, along with making the railway underground. It is a compound plan to capture votes in the metropolitan area by resolving the traffic congestion.
Candidate Yoon announced the Seoul Promise at the People’s Strength Central Party in Yeouido, Seoul on the same day. The key is to make the urban railway underground, which is impossible without the decision of the newly inaugurated president. The range of undergroundization that Candidate Yoon is talking about is △Gyeongbu Line Dangjeong Station to Seoul Station (32km, including 19 stations) △Guro Station to Incheon Station on Gyeongin Line (27km, including 21 stations) △Gyeongwon Line Cheongnyangni Station to Dobongsan Station (13.5km, 11 stations) included) section.
The People’s Power Policy Headquarters has set the budget for undergrounding at 23.855 trillion won. 16.7 trillion won will be spent on undergrounding the Gyeongbu Line, 4.734 trillion won on the Gyeongin Line, and 3.51 trillion won on the Gyeongwon Line. Of the total financial resources, 18.14 trillion won could be preserved through the development of aboveground commercial facilities. Candidate Yoon said, “The financial burden will not be large.” If the urban railway goes underground, it can supply about 100,000 houses on the ground, he added. Including this, it plans to supply a total of 500,000 housing units across Seoul.
It also promised to make the section between Yangjae and Hannam IC on the Gyeongbu Expressway underground. With a section of about 6.8 km, only the minimum required 2 to 4 lanes are left, and the rest of the roads will be made underground. The plan is to secure an area of 600,000 square meters, which is three times that of Yeouido Park, combined with the existing road surface. The estimated cost of the project is 3.3 trillion won. It also announced a promise to further extend the Seoul area extension project of the Shinbundang Line from Sinsa Station to Yongsan Station. This means that the Shinbundang Line will go through Eunpyeong New Town to Samsong Station.
In order to create a Seoul that can grow and innovate, Yeouido, a key location in the southwestern part of Seoul, was designated as a ‘special financial hub’, and in consideration of the status of Korean cultural products spreading around the world, they also proposed a plan to foster Seoul as a K-culture hub. He added, “I will establish the Asian Commodity Exchange in Yeouido in consideration of Korea’s manufacturing base.” The plan is to create an exchange on the premise of taking over raw materials and grains to bring a variety of products into Korea.
Candidate Yoon also announced that he would loosen regulations related to reconstruction to ensure a smooth housing supply. In the explanation of the new supply-related plans announced on the same day, Candidate Yoon emphasized the ‘removal of the three-piece set of reconstruction regulations’, including exemption from detailed safety examinations for apartment houses for more than 30 years, greatly easing the recovery system for excess profits from reconstruction, and rationalizing the operation of presale price regulations.
In particular, Candidate Yoon insisted, “I propose to wear a mask all the time and completely abolish the quarantine pass in indoors where there is no conversation.” He then mentioned that reading rooms, libraries, museums, movie theaters, performance halls, PC rooms, academies, and religious facilities could be targeted. He also said that in indoor spaces where it is difficult to wear a mask, the ‘ventilation standard’ should be a condition for easing the distance. He said, “Businesses that meet the requirements for building ventilation facilities should be designated as excellent ventilation companies and the facility entry standards should be relaxed from one person per 4 square meters to two people,” he said. .
