State Welfare Card: New Regulations and Benefits for August 2023
People in need of financial assistance will soon benefit from the state welfare card, also known as the poor people’s card, starting from August 2023. The card offers a credit limit of 1,200 baht, which cannot be exchanged for cash.
State Welfare Card Registration to Begin in 2022
The General Manager’s Department is preparing for the upcoming state welfare card registration, scheduled for 2022. Eligible individuals will be able to exercise their rights through a smart card. The registration process is expected to be complete by August 2023.
The credit limit of 1,200 baht, available from August 1, 2023, cannot be withdrawn as cash or carried forward to the next month. Additionally, each person will have a purchase limit of 300 baht per month.
For those who verify their identity between June 27th and July 26th, 2023, they will be able to start utilizing their benefits on August 1, 2023. However, retroactive eligibility will not be provided, except for those who successfully appeal or fall into specific groups, such as those who have been granted additional land rights.
Eligible individuals in these special categories will receive a credit limit for a period of four months (April to July 2023) in the amount of 1,200 baht. They will also enjoy an 80 baht discount for the purchase of cooking gas for a duration of three months (July to September 2023). Moreover, there is a credit limit of 750 baht per month for public transportation expenses, which covers various modes of transport including buses, trains, and electric trains such as MRT, BTS, and ARL.
August 20, 2023: Transfer of Funds and Disability Allowance
By August 20, 2023, eligible individuals will be able to transfer their funds to a bank account linked to PromptPay. This includes accounts associated with their 13-digit identification numbers or the account used to receive the 800 baht disability allowance.
People with disabilities who possess a disability identification card and receive a monthly disability allowance of 800 baht will continue to be eligible for the state welfare card. Those who confirm their identity between June 27th and July 26th, 2023, after passing the appeal round, will receive an increased disability allowance for the months of April to July 2023, corresponding to the month in which the allowance is received.
It is important to note that customers with a state welfare card who have remaining funds in their electronic wallets (e-Money) after September 27, 2023, will not be able to use the card for payments via EDC machines and wallet applications, including Blue Flag Shop and other designated shops specified by the Ministry of Commerce. Additionally, cash withdrawal from ATMs belonging to Krung Thai Bank PCL or its branches will not be possible.
Procedures for Handling Remaining E-Money
For eligible individuals linked to Krung Thai Bank Public Company Limited, any remaining e-Money balance in the government welfare card will be transferred using the PromptPay system. On the other hand, those who are not entitled to Krung Thai Bank Plc will have their remaining e-Money in the state welfare card returned to the General Manager’s Department. The funds will then be transferred back to the Pracharat Welfare Fund, benefitting the economy and society at the grassroots level.
This new regulation aims to streamline the usage and management of the state welfare card, ensuring that it effectively serves those in need while promoting financial accountability and assistance at a local level.
