Both the Ministry of Justice and citizens were dissatisfied with the court’s decision to suspend the implementation of the quarantine pass (vaccination certificate, negative confirmation system) for teenagers in Seoul.
On the 14th, the Seoul Administrative Court partially cited the application to suspend the execution of the quarantine pass issued by Jo Doo-hyeong, a professor of medicine at Yeungnam University, medical figures, and religious people against the mayor of Seoul on the 14th.
According to the court’s decision, the quarantine pass measures applied to stores, marts and department stores larger than 3,000 square meters in Seoul have been suspended. For teenagers aged 12 to 18, the effectiveness of the quarantine pass was suspended at all 17 types of facilities.
In this regard, considering the purpose of changing the quarantine pass-related policy, the city of Seoul expressed an opinion to immediately appeal against the suspension of enforcement against youth, except for stores, marts, and department stores.
In consideration of the public interest and necessity of the quarantine pass due to the spread of COVID-19, the Ministry of Justice has ordered an immediate appeal according to the opinion of the Seoul Metropolitan Government.
All lawsuits brought by the administrative department must be directed by the Ministry of Justice in accordance with Article 6 (1) of the Law on Litigation to which the State is a Party.
The Ministry of Justice said, “We will continue to actively respond to lawsuits related to quarantine passes as the competent ministry of justice.”
Lawyer Do Tae-woo, the representative of the applicant, also filed an immediate appeal with the court on the same day.
The appeal is decided by the Seoul High Court.
