“Beijing Daily” reported on August 10 that the Beijing Municipal Education Commission recently issued the “Administrative Measures for Teaching Materials for Primary and Secondary Schools in Beijing.”

In addition, the “Administrative Measures” also require that local course materials, school-based course materials, etc. shall not replace national course materials, and compulsory education schools shall not use foreign teaching materials.

The above-mentioned official policies are only part of the recent CCP’s rectification of education and strengthening of student control.

The Ministry of Education of the Communist Party of China issued the “Notice of the General Office of the Ministry of Education on Strengthening the Management of Mobile Phones for Primary and Middle School Students” on February 9. On this basis, the Beijing Municipal Commission of Education, on the grounds of “improving the literacy of using the Internet in a civilized way,” requires the city’s primary and secondary schools to centrally store student mobile phones.

In addition, the Beijing Municipal Education Commission issued a notice on July 5, stating that during the “special rectification of off-campus training institutions”, the Municipal Education Commission found that 5 in-service teachers in primary and secondary schools were paid part-time in off-campus training institutions. The authorities gave him a warning and removed him from his teaching post.

On July 24, Xinhua News Agency, the mouthpiece of the Communist Party of China, officially announced the “Opinions on Further Reducing the Burden of Compulsory Education Students’ Homework and Off-campus Training” (hereinafter referred to as “double reduction”) issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council.

The “double reduction” policy not only requires “reducing the total amount and duration of operations”, but also mentions that it will severely rectify off-campus training; it requires that discipline training institutions not be listed for financing; capitalized operations are strictly prohibited; it is strictly forbidden to hire foreigners abroad Personnel to carry out training activities and so on.

Affected by the “double reduction” policy, the Chinese education stocks listed in the United States collapsed.

Although the Chinese Communist authorities claimed that the above-mentioned policy was aimed at “reducing the burden on students,” they carried “private goods” behind them. Outsiders have noticed that the authorities have requested that the “Xi Jinping Thoughts on Socialism with Chinese Characteristics for Students in the New Era” be used uniformly across the country from this fall semester. In addition to measures such as controlling the use of foreign teaching materials and suppressing off-campus training, many middle schools in various regions have recently been converted from private schools to public schools. This official move was criticized by netizens as a “public-private partnership.”
