Determination of fees for off-campus training for subjects in Beijing

4 online and offline charging standards will be implemented from the beginning of spring semester

Yesterday, the Municipal Development and Reform Commission, together with the Municipal Education Commission and the Municipal Market Supervision Bureau, issued the “Administrative Measures for the Charges for Off-campus Training of Subjects in Compulsory Education in Beijing (for Trial Implementation)” (hereinafter referred to as the “Administrative Measures”), and simultaneously introduced the city’s online and offline disciplines Fees for off-campus training. A reporter from the Beijing Youth Daily learned that according to online and offline, and class sizes, the city has classified four types of charging standards. The “Administrative Measures” and charging standards will be implemented on February 21, 2022 (the beginning of the spring semester of primary and secondary schools in 2022). The management of fees for off-campus training of subjects for ordinary high school students shall be implemented by reference.

No more than 10% floating up, unlimited floating down

According to reports, in accordance with the national requirement of “distinguishing between online and offline classes and different class types, and categorizing and formulating benchmark fees for standard course lengths”, the city’s online and offline disciplines have been determined based on the main pricing classes prescribed by the state. The benchmark fee standard and floating range for off-campus training.

The city’s online and offline standard course duration training fees are different according to the type of class:

Classes with less than 10 students offline are 80 yuan/class hour and person-times, classes with 10-35 people (including 10 and 35 students) offline are 60 yuan/class hour and person-times, and classes with more than 35 students are 40 yuan/person. Class hours and person-times; the three types of classes online are unified at 20 yuan/class hour and person-times.

It is worth noting that the standard course duration is 30 minutes online and 45 minutes offline. If the actual duration is different, it will be calculated by the training institution on a pro rata basis.

The “Administrative Measures” also stipulate that training institutions can determine specific charging standards on the basis of the above-mentioned discipline-based off-campus training fees, within a range of no more than 10% and no limits.

The charging standard is lower than the original market price

According to preliminary calculations, after the implementation of the government-guided price, the charging standard is significantly lower than the original market price of the agency. Due to the differences in students’ school level, training subjects and class sizes, the actual impact on the students’ families will also vary. For example, the small classes in the upper grades have a relatively large decline, while the low-grade and medium-class classes have a relatively small decline. , But on the whole, it can effectively reduce the financial burden of students’ parents.

Take a training institution’s junior high school class with about 25 students as an example. The original market price is 113 yuan/class hour. After implementing the government’s guidance price, if it rises by 10%, the institution can charge up to 66 yuan/class hour, and the fee per class hour drops by 47 yuan. , A drop of about 42%. For another example, the original online market price of a training institution elementary school is 36 yuan/class hour. After implementing the government guidance price, if it rises by 10%, the institution can charge up to 22 yuan/class hour, a decrease of 39%.

Establish a dynamic evaluation and adjustment mechanism

A reporter from the Beijing Youth Daily learned that the municipal and district levels of market supervision, education, and development and reform departments have strengthened their supervision of the implementation of subject-based off-campus training fees in accordance with their duties. Unblock complaints and reporting channels, strengthen comprehensive law enforcement inspections of market supervision, promote training institutions to strictly abide by charging supervision policies, consciously regulate charging behavior, and create a good market price order.

In the future, the Municipal Development and Reform Commission and the Municipal Education Commission will strengthen the follow-up monitoring and dynamic evaluation of the fee management of subject-based off-campus training and the implementation of fee policies, and adjust and improve the fee standards in a timely manner based on the assessment and training market conditions.Text/Reporter Li Zewei
