(Seoul = Yonhap News) Reporter Jeong Ah-ran and Lee Dong-hwan = Deputy Prime Minister of Economy and Minister of Strategy and Finance Chu Kyung-ho and Minister of Agriculture, Food and Rural Affairs Jeong Hwang-geun said in cabinet meeting chaired by President Yoon Seok-yeol on the 28th that the amendment to the Grain Management Act needs to be discussed again in the National Assembly.

It is a proposal for President Yoon to exercise the right to veto (right to ask for reconsideration) of the amendment to the Grain Law, and the possibility of going through the procedure for a request for reconsideration at the Council meeting State on the 4th of the next month at the earliest has increased.

Spokesman Lee Do-woon of the President’s Office said at a briefing at the Yongsan Presidential Office that afternoon, “There was an oral report from the Minister of Agriculture and Forestry and the Minister of Equipment regarding the amendment to the Grain Act.”

The amendment to the Grain Law is based on the fact that the government buys all the excess production when the excess production compared to the demand for rice is 3-5% or when the price of rice falls 5-8% compared to the previous year.

First, Minister Jeong said, “(When the amendment is implemented), the structure of rice overproduction, which is still a chronic oversupply, will become more serious, and the excess production will reach 630,000 tonnes by 2030, and the government will spend a huge amount of money of 1.4 trillion was won to buy it. It is,” he reported.

In addition, he explained, “I am worried about serious side effects that hinder agricultural development, such as rice prices falling, hindering food security, and debating fairness with other items.” It was also included in the report that 33 farmers’ organizations had published statements of opposition by the morning of the same day.

Deputy Prime Minister Chu also suggested that “rice accounts for only 16.9% of agricultural production, but there is a huge bias and imbalance in the budget related to rice, which accounts for more than 30%.”

He also stressed that the government’s current grain purchase price is 2,677 won per kg, but after 3 years of stockpiling, it is only 400 won per kg when sold as a staple food, causing great financial damage.

At the same time, he added, “We are actively working to fundamentally solve the problem of oversupply by producing rice properly,” and he added, “We intend to have detailed discussions through consultations with the government and the government of within this week.”

After listening to the contents of the report, President Yoon said, “I respect the opinion of the members of the State Council,” and said, “I will make a decision after sufficient consideration by gathering opinions from various channels, including consulting with r Council of State. party and government.”

Since the amendment to the Grain Law was passed in the full meeting of the National Assembly only by the opposition on the 23rd, the President’s Office has shown a cautious stance, saying that it will listen to the opinion of the agricultural field and decides whether to exercise the president’s veto.

It also appears that the ministers of the ministers and the relevant ministers have begun to build a justification for exercising the veto through a series of processes, such as reports from the cabinet meeting and consultations with the party and the government this week.
