The amendment to the Act on the Promotion of Convenience for the Transportation Vulnerable, which includes the expansion of the introduction of low-floor buses, passed the plenary session of the National Assembly.

Of the 295 enrolled, 228 participated, 227 voted in favor and 1 abstained. In fact, it’s almost unanimous.

The amendment to the Transportation Vulnerable Act mandates the introduction of low-floor buses when replacing outdated city or village buses, and makes it necessary to purchase environmentally friendly buses first.

The low-floor bus has a sloping plate installed at the entrance and a low body floor to make it easier for people in wheelchairs and the elderly to get on and off the bus.

As of 2019, the nationwide introduction rate of low-floor buses was only 26.5%, and most regions except Seoul have a penetration rate of less than 30%. The purpose of the bill is to increase this ratio.

In addition, the amendment bill also restricts the long-distance movement of the transportation vulnerable because there is no connection with the transfer of special means of transportation between regions.

It also contains content that makes it mandatory to install a mobility support center operated by the governor and a regional mobility support center operated by the provincial governor.

The purpose of this is to eliminate the blind spots in the mobility rights of the transportation vulnerable by subsidizing the installation and operation costs of the national and provincial mobility support centers and regional mobility support centers, and by establishing a transfer and linkage system for special means of transport in cooperation with the local government heads.
