“The story that the people should unite peacefully according to a liberal democratic order where they enjoy more freedom and more prosperity is no doubt correct, but I did not mean to unite by absorption no matter what the intentions of the other party,” said the officer.

South Korea’s comments about possessing its own nuclear weapons were the first since President Park Chung-hee in the 1970s, and caused a huge uproar at home and abroad.
