Last year, more than 3,000 written inquiries about capital gains tax were reported to the National Tax Service.

This seems to have occurred as the transfer tax system has become so complicated that the phrase ‘yangpo tax (a tax accountant who has given up consulting on transfer tax)’ is coined due to the government’s tightening of regulations.

According to data received from the National Tax Service by the Office of National Strength Councilor Choo Kyung-ho belonging to the National Assembly Planning and Finance Committee on the 13th, there were 3,243 written inquiries about transfer tax from taxpayers last year.

A written inquiry is a method used when a taxpayer requests the National Tax Service to interpret an ambiguous part of the tax law.

In 2016 (1,040), 2017 (1,56), 2018 (1,779), and 2019 (1,763), the number of transfer tax inquiries jumped from 1,000 to 3,000 last year.

This year, 2,863 cases have already been received by June this year, and it is expected that the number of inquiries received by the end of the year will increase compared to last year.

Compared to other sub-categories, it stands out that there are significantly more written inquiries related to transfer tax.

Last year, there were 679 written inquiries about value-added tax, and 441 written inquiries about inheritance and gift taxes.

There were 440 and 415 written inquiries for corporate tax and income tax, respectively, and 208 written inquiries for comprehensive real estate tax.

Last year, 147 written replies to 3,243 written inquiries about transfer tax, and 2,383 cases where consultations were closed.

The average number of days to reply to written inquiries about transfer tax was 131 days last year, down from 151 days in 2019. As of June this year, it was counted down to 57 days.

The maximum number of replies was 643 days last year, the longest since 2016. As of June of this year, the maximum number of replies was 545 days.
