Due to the effects of climate change, the heat that is said to be “disaster class” hits Japan in the summer, and air conditioners are becoming one of the tools that protect lives. On the other hand, economically disadvantaged households are being forced to make a difficult choice: “Turn off the air conditioner or cut down on food expenses” in response to the soaring utility bills.
