Virginia Beach officials are closely examining e-bike usage following a recent increase in crashes, including one fatality last month. The city has also received numerous complaints regarding careless riding and dangerous behavior by minors operating the devices.

According to a city statement, the issues surrounding e-bikes have prompted a review of current regulations and potential safety measures. Steve Lambert, a spokesperson for the city, stated that electric power assisted bicycles “are a fun and efficient way to get around, but when misused, they can pose serious risks not only to riders, but to those around them.”

The recent death occurred on Virginia Beach Boulevard when a 66-year-old man riding an e-bike failed to yield to a car, police reported. This incident, along with several other serious crashes in 2025, has spurred the city to address the growing concerns.

E-bike Regulations and Concerns

The City of Virginia Beach notes that various regulations govern the use of different types of wheeled devices, as outlined in both city and state code. However, the increasing popularity of e-bikes and the associated safety concerns are prompting a reevaluation of these rules.
