The director Choi is suspected of arriving at the site late on the day of the disaster and of neglecting a rescue order.
In addition, it was revealed that he had written a false report saying that he arrived at the scene at 0:09am the day after the disaster, but that he arrived at the scene at 11:30pm the same day.
If the suspicion is proven, the possibility of being turned into a suspect on charges of professional negligence and manslaughter cannot be ruled out.
