Candidate Yoon graduated from the National Police University Department of Law and was appointed in 1991. Candidates recommended by the Minister of Public Administration and Security are appointed by the President after going through a personnel hearing at the National Assembly. He is subject to a hearing, but without parliamentary consent, it is likely that he will be appointed as-is.
It is analyzed that it will be difficult for Candidate Yoon to oppose the government’s “police control plan” as much as he has benefited from the government. If he is appointed head of state, he will have a super-fast promotion that jumps two levels into the new government.
Candidate Yoon, who became the police chief in December last year, was promoted to chief security officer in the new government in May this year, and is about to become the chief of public security (commander of the National Police Agency) in less than two months. An official from the National Police Agency said, “I understand that Deputy Director Yoon has strongly expressed his will to work with this administration.”
