Under the new rollout, all newly issued Mastercard cards in Europe will feature offline capabilities starting in February 2027, reisetopia reported. In Latvia, storm-related power outages did not halt card payments at retail locations operating on backup generators, while a technical failure in Denmark earlier in the year disconnected terminals from the main payment system without stopping merchant transactions, heise.de reported.

How Chip and PIN Technology Authorizes Transactions Offline

When a terminal loses its connection to the banking network, the chip embedded in the card takes over the authorization process. Meanwhile, the Bundesverband der Deutschen Volksbanken und Raiffeisenbanken stated that German Girocards support offline authorizations, though that specific function remains restricted solely to the domestic Girocard network rather than operating on a pan-European scale like the upcoming Mastercard standard.

European Expansion and Unresolved Implementation Timelines

The upcoming rollout encompasses major travel destinations including Spain, Portugal, Italy, Greece, France, Croatia, and the United Kingdom.
