French authorities are preparing to release strategic jet fuel reserves to mitigate the risk of flight cancellations amid growing concerns over kerosene supply disruptions, according to government announcements and industry warnings. The move comes as airlines report rising fuel costs and potential shortages linked to geopolitical tensions affecting key supply routes, particularly the Strait of Hormuz, through which a significant portion of global oil shipments pass.

The French government confirmed on April 18, 2026, that it would authorize the release of national kerosene stocks if commercial supplies become insufficient to maintain regular air traffic. The decision, announced by the Ministry for Ecological Transition, aims to prevent widespread flight cancellations that could disrupt travel during the peak spring and summer seasons. Officials emphasized that the reserves are intended only for emergency use and would be deployed under strict conditions to avoid depleting long-term security stocks.

Industry leaders have warned that even a modest interruption in kerosene deliveries could lead to significant operational challenges. Pascal de Izaguirre, CEO of Corsair and president of the National Federation of Aviation (FNAM), stated in a recent interview that while outright shortages remain a concern, the more immediate threat is the sharp increase in fuel prices. He noted that jet fuel costs have already risen to two to two-and-a-half times their levels from the previous year, placing severe financial pressure on airlines, particularly those operating long-haul routes.

“We are more worried about the cost of kerosene than about a physical shortage at this stage,” de Izaguirre said. “Airlines can absorb temporary supply adjustments, but sustained price spikes threaten profitability and may force route reductions or fare increases.” His comments were made during a BFM Business podcast interview on April 20, 2026, where he also highlighted the vulnerability of European carriers to external shocks in energy markets.

The concerns are not hypothetical. Recent disruptions in fuel deliveries have already led to isolated flight cancellations. In March 2026, several flights departing from Paris-Orly and Lyon-Saint Exupéry airports were delayed or canceled due to temporary kerosene unavailability at fuel depots. Passengers affected by such cancellations are entitled to rights under European Union Regulation 261/2004, which mandates compensation, rebooking, or refunds when flights are denied boarding or canceled without sufficient notice — unless the cause is deemed extraordinary circumstances beyond the airline’s control.

However, fuel shortages resulting from geopolitical events or supply chain failures may qualify as extraordinary circumstances, potentially exempting airlines from paying financial compensation. Nevertheless, carriers remain obligated to provide care — including meals, refreshments and hotel accommodation — and to offer rerouting or refunds regardless of the cause. Consumer advocacy groups such as Testachats have urged travelers to verify their rights and retain documentation when facing disruptions, noting that airlines sometimes misclassify avoidable operational issues as force majeure.

To address volatility in fuel markets, France maintains strategic reserves of kerosene as part of its national energy security framework. These stocks, stored at key locations near major airports and industrial zones, are normally reserved for military or crisis use. The government’s willingness to tap into them for civilian aviation reflects growing alarm over the stability of global energy flows, particularly after repeated warnings about potential instability in the Strait of Hormuz, a chokepoint through which about 20% of global oil trade passes.

Analysts note that while Europe has diversified its energy sources since the 2022 energy crisis, jet fuel remains heavily reliant on refined petroleum products, and alternative sustainable aviation fuels (SAF) still account for less than 0.1% of total consumption in France. Until scalable alternatives become viable, any disruption to crude oil supply or refining capacity will directly impact kerosene availability and pricing.

As of April 20, 2026, no nationwide fuel shortages have been reported, and civil aviation authorities confirm that scheduled flights are operating normally. However, airlines are being advised to monitor supply chains closely and to consider fuel hedging strategies to manage cost exposure. The French Directorate General for Civil Aviation (DGAC) said it continues to coordinate with fuel suppliers, airport operators, and airlines to ensure readiness for any sudden changes in availability or price.

For now, the release of strategic reserves remains a contingency measure — one that authorities hope will not be needed. But with geopolitical risks persisting and market volatility showing no signs of abating, the aviation sector is bracing for a period of heightened uncertainty, where both cost and supply could shape the feasibility of air travel in the coming months.
