The Fondazione IFEL is hosting a live-streamed seminar on waste tariff reform and the new TICSER ARERA framework, scheduled for April 21, 2026, in Rome. The event, titled “La riforma della tariffa rifiuti in uno scenario a complessità crescente: il nuovo TICSER Arera,” will focus on the implementation of updated municipal waste pricing regulations under the oversight of Italy’s energy and environment regulator, ARERA. The seminar is organized in collaboration with Anci Lombardia and aims to provide technical guidance to local administrators on compliance, billing cycles, and debt management related to commercial credit under the PCC (Piattaforma per i Crediti Commerciali) system.
According to the Fondazione IFEL’s official website, the seminar will take place on Tuesday, April 21, 2026, from morning hours in Rome. The event is part of a broader series of technical trainings initiated by the foundation to support Italian municipalities in adapting to post-PNRR fiscal frameworks and evolving utility regulations. IFEL, established in 2006 by the National Association of Italian Municipalities (ANCI), serves as the operational arm for local finance training and digital transformation support across Italy’s 7,000+ communes.
The TICSER (Testo Integrato dei Corsi e Servizi Energetici e di Rete) framework, as referenced by ARERA in recent regulatory updates, introduces standardized procedures for calculating waste service tariffs based on actual cost recovery, service quality metrics, and equitable burden distribution among users. The seminar will address how these rules interact with existing municipal accounting systems, particularly in relation to the timing of invoice issuance, payment tracking, and the commercial debt stock monitored through the PCC platform.
IFEL has previously hosted similar technical sessions, including a webinar on April 15, 2026, focused on PCC and commercial debt stock management, which addressed correct invoice handling under the PCC system and the impact of payment suspensions on municipal liquidity. That event was conducted in collaboration with the State General Accounting Office (RGS) and highlighted the importance of aligning billing cycles with real-time financial tracking to avoid arrears accumulation.
The Fondazione IFEL maintains an active YouTube channel (@ifelanci), where recordings of past events, including the 42nd ANCI Annual Assembly in 2025, are made available for public access. The channel, operated by the foundation’s communications team, provides educational content on local finance, urban planning, and digital public services. As of April 2026, the channel reports over 2,400 subscribers and more than 500 uploaded videos covering policy briefs, training modules, and event highlights.
On April 17, 2026, IFEL’s director, Galeone, participated in the XV National Assembly of Young Mayors in Naples, an annual gathering organized by ANCI Giovani. The assembly brought together municipal leaders under the age of 40 to discuss innovation in local governance, digital service delivery, and sustainable urban development — topics closely aligned with IFEL’s ongoing training initiatives.
Further events announced by IFEL include an urban planning forum on April 22, 2026, titled “Torniamo all’urbanistica!” to be held at the Società Dante Alighieri in Rome, and a post-PNRR investment scenarios seminar on April 28, 2026, focusing on territorial development strategies following the conclusion of Italy’s National Recovery and Resilience Plan funding cycle.
The Fondazione IFEL continues to operate as a key technical advisor for Italian municipalities navigating complex regulatory transitions in local finance, waste management, and digital infrastructure. Its training programs, delivered through hybrid formats including live streams and archived video content, aim to strengthen administrative capacity at the communal level in alignment with national fiscal reforms and EU-directed sustainability goals.
