A series of missteps and design flaws are plaguing an active travel scheme in Galway, Ireland, raising concerns about safety and functionality as it nears completion. Recent issues include the accidental construction of a bus stop blocking access to a housing estate and a road layout that leaves dangerously little space between buses and cyclists.

The latest incident, reported on March 13th, involved a bus stop erected under the Ballybane-Castlepark Road active travel scheme that directly obstructed the entrance to the An Culán housing estate. Galway City Council quickly removed the pole, attributing the error to a contractor not directly affiliated with the council. While a stop sign for vehicular traffic is planned for the location, the episode highlights a pattern of issues emerging as the project nears its April completion date.

More fundamentally, the core design of the scheme is drawing criticism. Frankie Burke, transport manager for Burkes Bus, which operates the Tuam–Galway service, supports the goals of active travel but warns that the narrowed carriageway presents significant hazards. According to Burke, buses will have “no room for error” when navigating the new layout, with as little as 8cm separating passing buses. He also expressed concern that cyclists will be brought dangerously close to vehicles, with a potential gap of only three inches between a bus wheel and a cyclist at certain points.

The lack of designated bus pull-in areas is exacerbating the problem, forcing cars to queue behind buses while passengers board and alight. Councillor Shane Forde has repeatedly raised concerns about the scheme, describing it as a “disaster scene” and requesting a detailed breakdown of the project’s final costs, which he has yet to receive from Galway City Council.

These issues are not occurring in a vacuum. The Ballybane-Castlepark project is part of a broader push for active travel infrastructure across Ireland, aiming to promote walking, cycling, and other low-carbon transportation options. Galway County Council is currently involved in several other active travel schemes, including projects in Oranmore, Kinvara, and Headford. The Headford scheme, for example, focuses on improving safety for schoolchildren traveling to Presentation College.

The problems in Galway, however, underscore the importance of careful planning and execution in these projects. Elected representatives have noted that many of the current issues could have been addressed during the initial design phase. Burke emphasized the need for a margin of safety, stating that drivers are required to be “perfect all the time” given the limited space available. The situation highlights the potential for unintended consequences when prioritizing active travel infrastructure without adequately considering the needs of all road users.

As the Ballybane-Castlepark scheme approaches its final stages – with traffic lights scheduled to be activated around Easter to avoid disruption during school hours – stakeholders will be closely watching to see if further adjustments are made to address the safety concerns. The project serves as a cautionary tale for other active travel initiatives, emphasizing the need for thorough planning, robust consultation, and a commitment to prioritizing safety for all.
