The Malaysian government is facing a significant financial strain due to the cost of fuel subsidies, with the monthly burden estimated at RM4 billion according to the Finance Ministry on March 26, 2026. This fiscal pressure is exacerbated by a global energy crisis triggered by conflict in the Middle East, which has pushed crude prices higher and left Malaysia as a regional outlier in Southeast Asia by maintaining artificially low pump prices.

Current data indicates that while the retail price for RON95 fuel stands at RM3.87 per litre, consumers pay only RM1.99 at the pump. This means the government subsidizes approximately RM1.88 for every litre purchased. With an estimated 10 million vehicles on the road daily and an average consumption of five to six litres per person, national daily consumption is believed to be between 50 million and 60 million litres.

Based on these estimates, the daily cost of RON95 subsidies alone ranges from RM94 million to RM113 million. Analysts suggest that if every Malaysian motorist reduced their fuel consumption by just one litre per day, the government could potentially save roughly RM18 million daily.

Fuel Conservation Strategies

To mitigate the subsidy burden, experts and reports suggest adopting simple conservation habits. One primary recommendation is to walk or cycle for short distances. For example, replacing a 2km drive to a local store with walking or cycling can save between 0.2 and 0.4 litres of fuel. If one million people adopted this practice for nearby errands, it could result in a collective saving of 200,000 to 400,000 litres of fuel per day.

Other effective habits to reduce national fuel consumption include:

  • Carpooling to reduce the total number of vehicles on the road.
  • Increasing the use of public transport.

Economic and Political Challenges

Malaysia’s status as an oil producer has historically allowed for deep subsidies, making cheap fuel a staple of daily life. However, analysts told CNA on March 31, 2026, that the country cannot afford to keep prices artificially low indefinitely as surging crude prices push the subsidy bill to a breaking point.

Reducing these subsidies carries substantial political risk for the administration of Prime Minister Anwar Ibrahim. Experts warn that cutting fuel subsidies could provoke a significant backlash, particularly as the government prepares for possible early elections.

Some proposed solutions include reducing the quota for RON95. Reports from April 6, 2026, suggest that such a move might have a limited impact on the majority of the population, as at least 90% of Malaysian drivers use less than 100 litres of RON95 fuel monthly and would remain unaffected by a reduced quota of 200 litres.
