Pakistan has proposed a two-phase ceasefire framework, known as the Islamabad Accord, to end hostilities between the United States and Iran and secure the reopening of the Strait of Hormuz. The proposal was submitted on April 6, 2026, as a deadline set by US President Donald Trump for the reopening of the strategic shipping route approached on April 7, 2026.

The diplomatic push was brokered through overnight contacts involving Pakistani Army Chief Asim Munir, US officials including Vice-President J.D. Vance, and Iranian Foreign Minister Abbas Araghchi. According to reporting from Reuters, the framework aims to provide an immediate path toward de-escalation in one of the world’s most volatile flashpoints.

The Two-Phase Roadmap

The Islamabad Accord envisions a tiered approach to ending the conflict. The first phase requires an immediate ceasefire and the reopening of the Strait of Hormuz. This initial understanding is intended to be formalized as a memorandum of understanding, which would be concluded electronically through Pakistan.

Following the immediate truce, the second phase of the plan establishes a 15 to 20-day window for the two nations to negotiate a comprehensive, long-term settlement. The framework specifies that the final in-person negotiations to secure this settlement would be held in Islamabad.

Pakistan has emerged as the sole communication channel between Washington and Tehran for these discussions. Sources familiar with the talks indicated that all elements of the initial agreement needed to be finalized by April 6, 2026, to meet the narrow window for consensus.

Strategic and Economic Stakes

The reopening of the Strait of Hormuz is a central component of the proposal due to its critical role in global energy security. Iran currently controls the strait, a maritime chokepoint through which 20 per cent of the world’s energy supplies are transported.

Strategic and Economic Stakes

The proposal arrives amid heightened tensions and threats from the US administration. The framework seeks to avoid further escalation by replacing hostilities with a structured diplomatic process.

Proposed Terms and Guarantees

The proposed accord includes several high-stakes concessions and guarantees intended to satisfy the requirements of both the United States and Iran. These include:

  • Immediate cessation of hostilities and a ceasefire.
  • The reopening of the Strait of Hormuz to international shipping.
  • Provisions for sanctions relief.
  • Nuclear assurances.
  • Regional security guarantees.

Analysts have described the proposal as a critical opportunity for talks to resume before the April 7, 2026, deadline. However, the success of the accord remains uncertain as Tehran has yet to formally commit to the framework.

While the US and Pakistan have circulated the framework, the current status of the negotiations depends on Iran’s response to the terms of the memorandum of understanding. If agreed upon, the electronic finalization through Pakistani channels would mark the first formal step in ending the US-Iran war.
