Finding affordable housing in Paris, like in Saint-Ouen, has become a real challenge for many middle-class households. A monthly salary between 1500 and 3800 euros is too high to qualify for social housing, but insufficient to access the private market given rental prices in the capital.
to address this issue, the city of Paris has launched the Foncière du logement abordable (Affordable Housing Fund), a public structure aimed at the middle classes. It was created in April 2025 following a campaign promise by the Paris City Hall to combat the housing crisis.
“This situation has become such a social priority that the European Union,for the first time in its history,has appointed a commissioner dedicated to housing,” points out Barbara Gomes,president of the Foncière and deputy mayor in charge of rent control,to Le Parisien.
Less than 10 euros per square meter
thanks to the Foncière, the rents offered are up to 25% lower than the market rate, or less than 10 euros per square meter on average, according to the structure’s press release.
