At least four Russian military satellites adjusted their orbits between May 15 and May 22, 2026, to align with a Finnish-American radar surveillance satellite operated by ICEYE. The maneuvers have raised concerns regarding Russian intentions during an ongoing standoff in Earth’s orbit.
The orbital changes were identified through open source orbital tracking data. Greg Gillinger, a retired Air Force space intelligence officer, revealed the movements on May 22, 2026, in a special edition of his Integrity Flash newsletter

The satellites involved in the maneuvers are designated as Kosmos 2610 through 2613. These four assets were launched as a group on April 16, 2026, using a Soyuz-2.1b rocket from the Plesetsk Cosmodrome located in northern Russia.
During the week preceding May 22, 2026, the four Kosmos satellites modified their inclinations, which refers to the angle of an orbit relative to the equator. The adjustments made to these inclinations were less than one degree.
The target of these maneuvers is a radar surveillance satellite from ICEYE. Radar satellites are used to monitor ground activity regardless of cloud cover or lighting conditions, and the company provides support to Ukraine.
The positioning of the Russian military satellites within striking distance of the ICEYE asset suggests a targeted effort to monitor or potentially interfere with the radar surveillance operations supporting Ukraine.
