The report indicates that Russia is currently in its fifth consecutive month of sustaining personnel losses that exceed its ability to replace them through the mobilization of additional manpower.

The Institute for the Study of War concludes that the Russian military has struggled to maintain its occupation of various areas, leading to the loss of significant territory.
