The indictment accuses Rocha Moya, 76, who has been governor since November 2021, of abusing his position to protect a faction of the cartel known as Los Chapitos. Other charges against Moya include narcotics importation conspiracy and possession of machine guns and destructive devices. The other nine individuals indicted are current and former government or law enforcement officials in Sinaloa.
Cartel Violence and U.S. Response
The Sinaloa Cartel is currently embroiled in a violent conflict between two factions. DEA Administrator Terrance Cole emphasized the cartel’s dangerous nature, stating,
The Sinaloa Cartel is not just trafficking deadly drugs, it is a designated terrorist organization that relies on corruption and bribery to drive violence and profit.

The U.S. Government has requested the extradition of the individuals named in the indictment, though none are currently in custody. Mexico acknowledged receiving the extradition requests but did not indicate how it would respond.
