Saudi Building Code Violations and Penalties
The Ministry of Municipalities and Housing has issued a list to categorize violations of the Saudi Building Code in order to determine the process of controlling dangerous violations.
Penalties for Violations
Violators shall be punished with the heaviest punishment prescribed by law depending on the degree of seriousness of the violation and its effect on harming life, property, health or public order or the area, size and type of building, its cost of construction, importance of its location and area of infringement.
Non-Hazardous Violations
When a non-hazardous violation is detected, the relevant authority takes two measures, the first is to inform the violator through the reporting procedure followed by law and ask him to remove or correct it in accordance with the code. Within a maximum of 30 days from the date of notification to initiate correction or removal of infringing works, while the maximum is 10,000 Riyals.
Penalties for Specific Violations
- The owner will be punished with a fine of 10,000 riyals if the construction work is carried out without a contract with the supervisory engineering office authorized or licensed by the authority concerned with the exercise of supervision work, or if the construction work is carried out without agreement with an authorized or licensed contractor.
- Failure to attach all the plans required by the Saudi Building Code at the time of issuing the license incurs a fine of 3,000 Riyals or 5,000 Riyals to the designer’s office, or 5,000 Riyals upon submission of the report. Violation of the Code and license issued accordingly, or submitting a soil test that includes incorrect information or assigned to land other than the land for which the license is issued.
- The designer office will be fined 500 riyals for not submitting the soil test survey from the authorized office and 7 and a half thousand riyals for requesting or issuing an occupancy certificate for the building despite its presence. Violation of dangerous buildings according to code.
- A fine of 9,000 riyals applies to the contractor, 6,000 riyals to the supervising office, and 3,000 riyals to the designer’s office in case of not implementing the design, description or architectural work according to the building or facility code.
- However, in case of non-compliance with the design, description, approval or implementation requirements of the construction work of the building or facility according to the code, or in case of implementation of the construction work in violation of the license and approved engineering plan according to the code, the contractor will be fined 10,000 riyals and the supervisory office 7,500 riyals. - The contractor will be fined 10,000 riyals, 8,000 riyals to the supervisory office and 4,000 riyals to the designer office if they do not comply with the description, approval or implementation of the basic construction materials (eg: reinforcement steel or concrete) and do not ensure their compliance with the approved standard specifications.

Additional Penalties
3,000 penalty for each report is expected from the supervising engineering office if the supervisory engineering office submits a construction phase supervision report inconsistent with reality.
In case of not complying with the safety precautions contained in the code during the implementation of construction, demolition or restoration work, the contractor shall be fined two thousand Rials and the supervising office shall be fined one thousand Rials.
