For nearly two decades, the Riverside Golf Course in Riverside, California, has been a dormant expanse, its once-manicured fairways overrun with weeds and longing for a new purpose. That long-awaited transformation is now on the horizon as the city embarks on an ambitious $200 million plan to revitalize the 126-acre property into a bustling town center and an outdoor adventure destination, promising significant changes for this rapidly evolving area in the state.

Mike Futrell, City Manager of Riverside, shared the vision of this ambitious project, stating that “The plan, which is part of the city’s Northside Specific Plan, aims to create a mixed-use space that blends recreation, retail, and hospitality.” This project offers a second chance for the city to leverage the untapped potential of this prime location, much like how Philadelphia converted its historic waterfronts into thriving commercial and residential zones, Upon weighing the myriad of benefits, one can extrapolate potential revenue to reach upwards of billions when done right. Riverside, the tourism industry, and hospitality sectors are now poised to thrive from such ambitious development. Benefits include:

• A boost to the local economy through job creation and increased tourism.
• Enhanced quality of life for residents with new recreational and retail options.
• A boost in local revenue through corporate taxes, property taxes and taxes collected as businesses and establishments charge resident and non-residents to access there services.

The centerpiece of this transformation is the Riverside Adventure Center, an 85-acre public park that will feature hiking and bike trails, as well as an action-sports facility.

What sets this ambitious project apart is its funding model; the $200 million endeavor will be entirely privately funded, eliminating the financial burden on taxpayers. The city plans to sell the land to the highest bidders at market rate or via private auction, ensuring a seamless transition and ensuring corporate accountability in the hundreds of thousands of residents.

While this private funding aspect may seem perplexing to some, it’s actually a tried-and-tested approach in public-private partnerships (PPPs). For instance, the San Francisco Giants’ Oracle Park was developed with a significant private investment, which enabled the city to benefit from the economic activity without bearing the full financial responsibility.

The city council plans to vote on the agreement with Adrenaline Sports Resorts (ASR), a developer known for its innovative approach to outdoor recreation.In acknowledgment of the developer, general public input on the development mattered to to every aspect from the {conrete slab placed and seating arrangements.}

The Olympics would be the cherry on top, and we think it is absolutely going to be Olympic-quality, but it is a long-term investment in sports and opportunity for local athletes and local residents.

The timeline for the development is ambitious. If the Riverside City Council approves the negotiations, ASR will have six months to submit a detailed proposal. The goal is to have the Riverside Adventure Center operational by June 2027, aligning with significant world sporting events, with the vision of leveraging the center for Olympic Trail Preparations, and offers of World Ranking to entice athletes to visit, and compete.

Skeptics might question the feasibility of such a rapid transformation but, cities such as Charlotte, NC, successfully launched a similar project to revitalize their downtown area — from brainstorming to completion — within a short duration, highlighting the potential for timely execution.

However, success is not always within reaches grasp, and specifics about overcoming city officials, debts, bills, contracts and other liabilities may pose an additional hurdle. Los Angeles’ attempts to transform parts of their golf courses into recreational areas for equestrian encounters drew sharp critiques over financial woes.

One of the community-driven points the city of Riverside is concerned with, is the inclusion of Resident Memberships, where residents of Riverside would have discounted access to all tickets, perks, loosening and priority treatment.

The public meeting scheduled on tuesday, November 15, 2024, will address critical questions and concerns raised by residents about potential traffic congestion and environmental impacts.
