5G Launch Challenges: Pakistan Faces Spectrum Shortage Amid Auction Preparations
ISLAMABAD: The availability of 140 MHz in the 2600 band is a major concern for the National Economic Research Associates Inc (NERA), a consulting firm hired by the government for the 5G spectrum auction.
NERA pointed out that the Pakistan Telecommunication Company Limited’s acquisition of Telenor Pakistan should be clarified to enhance market competition and reduce confusion about auction rules.
Senator Muhammad Aurangzeb chaired a meeting of the Advisory Committee on the Release of IMT Spectrum to discuss improvements for next-generation mobile broadband services.
Sources indicated that there is a strong market demand for additional spectrum to improve service quality. However, the government currently holds only 54 MHz in the 2600 band, as 140 MHz is tied up in litigation. The 2600 band is essential worldwide for launching 5G and reducing congestion in 4G services. NERA advised the government to resolve this litigation promptly. The government is working with the Attorney General’s Office to expedite the process.
The government intended to offer 562 MHz for auction, but 140 MHz is still pending legal resolution. Officials stated that the government has spectrum in all bands suitable for 5G, including 700, 2100, 2300, 2600, and 3300 MHz and above. This spectrum can be auctioned for both 4G and 5G technologies.
The meeting also evaluated the progress made by NERA, which began its work under the Public Procurement Regulatory Authority rules in November 2024. NERA is studying the Pakistani market, consulting with stakeholders, and developing policy recommendations to ensure a successful spectrum auction by April next year.
Attendees included the Minister for Industries and Production, Rana Tanveer Hussain, and Minister of State for Information Technology, Shaza Fatima Khawaja, along with officials from relevant ministries.
