Paxton Investigates Alleged ‘Sharia City’ Development in Texas | Kaufman County Probe

Texas Attorney General Ken Paxton has launched an investigation into a proposed development in Kaufman County, raising concerns about potential violations of state law and sparking debate over its intended purpose. The investigation centers around a land acquisition by a U.S. Subsidiary of Dubai-based SEE Holding, operating as Kaufman Solar LLC, which purchased thousands of acres near Kaufman, Texas. The proposed development has been described as a “sustainable city” potentially housing up to 20,000 foreign nationals, leading to anxieties among some Texans who fear it could be an illegal “sharia city.”

The Attorney General’s office has issued Requests to Examine (RTEs) to SEE Holding and Kaufman Solar LLC, demanding information regarding their communications with local officials – city, school, county, and state – the relationship between the two companies, and details surrounding the land development and acquisition. This move signals a serious inquiry into the legality and intentions behind the project.

“There will be no ‘sharia city’ in Texas under my watch,” Paxton stated. “While you’re on American soil, you will obey America’s laws. I have launched this investigation to determine the nature of this development in Kaufman County and will be thoroughly investigating this matter for any unlawful actions.”

The investigation builds on earlier scrutiny of the East Plano Islamic Center (EPIC) and its associated development plans. In December 2025, Paxton filed a lawsuit against EPIC and its leaders, alleging securities fraud related to the project, originally known as EPIC City, now rebranded as The Meadow. This lawsuit accused Community Capital Partners, a group allegedly founded by EPIC, of failing to register as a securities dealer and misrepresenting aspects of the development, including its location and leadership compensation. The Attorney General had previously requested a referral from the Texas State Securities Board (TSSB) to pursue legal action, citing violations of both state and federal securities laws uncovered during an investigation that began in March 2025.

The EPIC case, and now the Kaufman County investigation, highlight Paxton’s focus on potential financial irregularities within these developments. The December lawsuit alleged that EPIC misrepresented the project to investors. The Attorney General’s office is seeking to hold those involved accountable for allegedly ignoring state and federal regulations.

The Kaufman County development has drawn attention due to the scale of the land acquisition and the potential influx of foreign nationals. While proponents tout the project as a sustainable community, concerns have been raised about its adherence to U.S. Laws and values. The Attorney General’s investigation aims to determine whether the development complies with all applicable regulations and whether its purpose aligns with legal frameworks.

The project, initially pitched as a 1,000+ residential unit development with a mosque, school, and retail space, faced questions even before Paxton’s investigation began. The need for a referral from the TSSB to pursue a lawsuit against EPIC underscores the complexities of regulating such developments. Paxton has formally requested the TSSB to review his office’s findings and forward the case for further legal action. This process is crucial for establishing the legal basis for a broader challenge to the project’s legality.

Beyond the legal challenges, the developments have ignited a broader debate about religious freedom and land use. Critics have accused Paxton of Islamophobia, while supporters maintain that his actions are justified to protect the interests of Texans and uphold the rule of law. The investigations are unfolding against a backdrop of heightened political sensitivity and public concern about the potential impact of large-scale developments on local communities.
