HARTFORD, Wisconsin – A proposal to expand the city limits of Hartford, Wisconsin, through the annexation of approximately 58 acres of land from the neighboring Town of Hartford, was discussed at a joint session of the Hartford Common Council and the Town of Hartford Board on Monday, . The land, located at 1500 W. State St. And north of that address, is slated for a large-scale residential development.

According to documents presented at the meeting, the proposed annexation area will be zoned R-2 for low-density residential use. Winter Park Builders intends to construct a residential development on the site, potentially adding over 600 housing units of varying types over time. City Administrator Steve Volkert indicated the annexation is a key component of a broader residential expansion plan for the city.

The potential impact on local school districts was also highlighted. Preliminary estimates suggest the development could lead to an increase of up to 250 students in Hartford-area schools. This projection underscores the scale of the proposed development and its potential implications for local infrastructure, and services.

The joint committee meeting served as an informational session, with no formal approvals granted. Volkert emphasized that the item will now proceed to the Hartford Common Council for final consideration and a vote. A public hearing is scheduled for , at 7:00 p.m. In the Council Chambers of Hartford City Hall, located at 109 N. Main St. This hearing will provide an opportunity for residents to voice their opinions regarding the annexation, proposed rezoning, and official map revisions.

The discussion surrounding the annexation reflects a broader pattern of municipal expansion and development occurring in Wisconsin and across the United States. Such annexations often arise from a desire to accommodate population growth, expand the tax base, and provide additional housing options. However, they can also generate debate regarding the impact on local services, infrastructure, and the character of existing communities.

The Town of West Hartford, located elsewhere in the state of Connecticut, operates under a Council-Manager form of government, with a Town Council comprised of Shari Cantor (D), Debra Polun (D), John Lyons (R), Dr. Gayle Harris (R), Lisa Lazarus (D), Tiffani McGinnis (D), Barry Walters (D), Dr. Jason Wang (R), Ben Wenograd (D), and Rick Ledwith as Town Manager. Leon Davidoff serves as the Town Clerk/Council Clerk. This structure, adopted in 1919, designates the council as the elected policy board and the town manager as the chief executive officer responsible for implementing those policies. All Town Council members serve as volunteers.

The Hartford Common Council typically holds meetings on the second and fourth Tuesdays of each month at 7:00 p.m. In the City Hall Council Chambers, located at 109 N. Main Street, lower level. The Joint Review Board/Tax Incremental Districts also conducts an annual review, most recently in 2025, covering 2024 and 2023.

The proposed annexation in Hartford, Wisconsin, is likely to be a focal point of community discussion in the coming weeks, as residents weigh the potential benefits of increased housing and economic development against concerns about the impact on local schools, infrastructure, and the overall quality of life. The public hearing on will be a crucial opportunity for residents to express their views and shape the future of the community.
