The report, released this month by the Jamestown Foundation, explicitly names the Chinese Canadian Conservative Association (CCCA) as a key component of the CCP’s “United Front” system within Canada.

Michael Ma, the Member of Parliament for Markham-Unionville, crossed the floor from the Conservative Party to the Liberal Party, citing a desire for “unity and decisive action.” The move, he stated, was intended to better serve his constituents by aligning with the governing party. However, his prior association with the CCCA, and the organization’s documented history of political intervention, are now being examined in light of the Jamestown Foundation’s findings.

The Jamestown Foundation’s report, “Mapping Overseas United Front Work in Democratic States,” identifies 575 organizations operating within Canada that are linked to the CCP’s influence operations – a significantly higher per capita concentration than in the United States. The report details how these organizations work to advance Beijing’s interests by targeting local politicians, mobilizing voters, and exerting pressure on political parties.

The CCCA is specifically identified within the report’s section focusing on political party-focused United Front groups, alongside a corresponding Liberal-aligned organization. This suggests a deliberate strategy by the CCP to cultivate relationships across the Canadian political spectrum, ensuring access and influence regardless of which party is in power. According to the report, this cross-partisan approach is “most beneficial for the CCP to be able to address all sides.”

Records show Ma was listed as a director of the CCCA in , and described as a leader in subsequent Chinese-language media coverage. The Jamestown report provides a framework for understanding these ties within the broader context of the CCP’s United Front system.
