ACA Marketplace Enrollment Reaches Record high in 2025

The Affordable Care Act (ACA) marketplace experienced a surge in enrollment following the implementation of enhanced premium tax credits in 2021. These credits broadened subsidy eligibility, leading to increased participation.By 2025, individual market enrollment reached an unprecedented 25.2 million people, marking a notable milestone for the program.
While total enrollment figures are clear, the number of ACA enrollees who successfully effectuated coverage remains an area of uncertainty. The effectuation rate,which indicates the percentage of enrollees who paid their premiums and actively used their coverage,is a crucial factor in determining the true size of the on- and off-exchange market.
In 2024, the effectuation rate stood at 90.3%.If this rate remained consistent in 2025, approximately 22.7 million individuals would have actively enrolled in coverage through the exchanges. an estimated 2.4 million people would have enrolled off-exchange,further contributing to the overall ACA market.
