Aceh was chosen not only due to the severity of the damage there, but also as of its history of overcoming crises, including the 2004 Indian Ocean earthquake and tsunami. This selection underscores a shift from fragmented, sector-specific recovery projects to a unified national effort requiring strong leadership and on-the-ground state presence.
President Prabowo subianto directed the formation of a National Task Force, appointing Home Affairs Minister Tito Karnavian as its chair. This demonstrates an understanding of the complex regional and administrative challenges posed by the widespread disaster.
