African Union Faces Crisis of Relevance as Summit Opens

ADDIS ABABA, Ethiopia (AP) — Africa’s top regional body, the African Union, is hosting its annual summit in Ethiopia this weekend amid growing discontent over its effectiveness and relevance. Established to “promote the unity and solidarity of the African States,” the organization is grappling with a legitimacy crisis, particularly among young Africans who feel their expectations are not being met.

The summit comes as several African nations struggle with military coups, disputed elections, and protests fueled by economic hardship exacerbated by cuts in foreign aid. The continent, home to the world’s youngest population, is paradoxically experiencing a decline in living standards for its youth, a situation many attribute to a disconnect between the AU’s leadership and the needs of its citizens.

‘A Bloc of Old Leaders’

Africa boasts a rapidly growing population, with over 400 million people aged between 15 and 35. However, this demographic surge is occurring alongside a prevalence of long-serving, older leaders – a dynamic that analysts believe contributes to political instability and coups. By 2050, the young population is expected to double, yet We see the only rapidly growing region where people are becoming poorer.

This disconnect has led to widespread criticism of the AU on social media, where many young Africans view it as “a bloc of old leaders” prioritizing governmental interests over the needs of its citizens. Liesl Louw-Vaudran, a senior analyst with the Crisis Group, explained that the AU has historically focused on governments and leaders, missing opportunities to become a truly people-centered organization. “What the youth is really asking and why people are frustrated is because What we have is not an African Union for citizens. It’s not a people-driven African Union,” she said.

Elections and a Pattern of Intervention

Recent elections across the continent have highlighted concerns about the AU’s impartiality and its ability to ensure fair democratic processes. A recurring pattern has emerged of opposition candidates being sidelined, leading to disputed results and protests, particularly from young voters. The AU has often been accused of quickly recognizing re-elected incumbents while being slow to address flawed electoral processes.

In Uganda, for example, the AU Commission issued a statement “commending” the conduct of the presidential election in January, even as authorities shut down the internet and cracked down on the opposition. This sparked outrage among many young Ugandans, with one person commenting online that the AU was a “dictatorship club.” A subsequent preliminary report from the AU election observer mission acknowledged “reports of harassment, intimidation and arrest of opposition leaders, candidates, supporters’ media and civic society actors.”

Macharia Munene, a professor of history at the United States International University in Nairobi, points to weak enforcement of resolutions as a key challenge for the AU. He noted that “not all members meet their dues or fully accept what is generally decided.”

Accountability and a Lack of Concern

Residents in Nigeria echo these sentiments, expressing a lack of faith in the AU’s commitment to holding leaders accountable. Chima Ekwueme, a resident of Abuja, cited Nigeria’s ongoing security crises and economic hardship despite its vast mineral wealth as evidence of the AU’s inaction. “They are there for their own interests,” Ekwueme, 32, told The Associated Press. “In Nigeria, we have all it takes to put things in order (but) look at how difficult things are and where is the AU?”

A Summit Amidst Shifting Global Dynamics

The 39th African Union Summit, taking place in Addis Ababa on Saturday and Sunday, is themed around water and sanitation. Discussions will focus on the continent’s response to climate change and the impact of cuts in foreign aid from partners like the United States. Observers believe the summit presents an opportunity to align continental priorities with international partners, particularly in light of discussions surrounding a “new world order” and shifting global alliances.

AU Commission Chairperson Mahamoud Ali Youssouf acknowledged the challenges facing the continent, stating, “From Sudan to the Sahel, to eastern Democratic Republic of Congo, in Somalia and elsewhere, our people continue to pay the heavy price of instability.” He also called for an immediate halt to the “extermination.. Of the Palestinian people,” a statement that drew thanks from Mohammad Mustafa, Prime Minister of the State of Palestine.

Despite these calls for solidarity, critics urge the African Union to prioritize addressing the most pressing challenges within the continent and to strengthen its mechanisms for holding leaders accountable when they fail to meet the expectations of their citizens.
