AI Boom Driving Surge in Toxic PFAS Forever Chemicals
Manufacturers of per- and polyfluoroalkyl substances are significantly ramping up production to supply the artificial intelligence sector, according to findings published by the Swedish chemical watchdog ChemSec. The expansion targets essential materials required for semiconductor fabrication and next-generation data center cooling systems, raising alarms among environmental campaigners over potential long-term risks to human health and ecosystems.
AI Industry Demand Drives PFAS Production Surge
A recent survey conducted by ChemSec of the ten largest global PFAS producers revealed that the vast majority plan to increase output to capture demand generated by the rapid growth of artificial intelligence. According to ChemSec Executive Director Anne-Sofie Bäckar, the expansion strategies indicate that without immediate government intervention for a phaseout, the market faces an overwhelming surge of persistent synthetic compounds known widely as forever chemicals.
The research indicates that nearly all of the top ten manufacturers are actively expanding operations across facilities in North America, Europe, and Asia. Companies are aligning investments directly with the technology sector, capitalizing on the requirement for fluorinated compounds in microchip manufacturing and advanced thermal management.
Global Chemical Producers Expand Operations
Major international firms have outlined distinct investments to capture market share in cooling and semiconductor applications. Japan-based Daikin announced the establishment of a specialized data center hub while expanding sales of existing and new fluorine products, according to industry disclosures.
In the United States, French multinational Arkema is constructing a $60 million production facility in Kentucky specifically designed to meet the growing thermal management requirements of server farms. Similarly, US-based Chemours is scaling up manufacturing of specialized liquid cooling solutions aimed at minimizing energy, water, and maintenance costs for advanced hardware. Chemours faced recent legal exposure, including a $450 million settlement order regarding PFAS discharges.
Other international companies scaling up production include Japan’s AGC, China’s Dongyue, India’s Gujarat Fluorochemicals, Russia’s HaloPolymer, Mexico’s Orbia Fluor & Energy Materials, US-based Solstice, and Belgium’s Syensqo, according to the ChemSec survey. Bir Kapoor, CEO of Gujarat Fluorochemicals, identified data centers, green hydrogen technologies, and lithium-ion battery components as primary growth sectors.
In contrast to the broader industry trend, Switzerland-based Archroma is transitioning to PFAS-free alternatives, and Germany’s BASF has announced plans to exit PFAS production entirely by 2028.
Technical Role in Data Centers and Semiconductors

The surge in production is tied directly to specialized engineering applications within modern data infrastructure. PFAS compounds are critical to two-phase immersion cooling systems, where server hardware is submerged directly in specialized liquids with low boiling points. As equipment generates heat, the liquid vaporizes to absorb thermal energy before condensing back into liquid form within a closed loop.
In addition to thermal management, microchip production relies heavily on these substances. A recent report from Danske Bank notes that in the semiconductor sector, forever chemicals operate as critical components rather than supplementary additives. Campaigners warn that this industrial integration threatens to undermine regulatory efforts to restrict PFAS usage across the United Kingdom, Europe, and parts of the United States.
