The NCA’s alert highlights a shift in how illicit content is created, moving from traditional photography to AI-generated imagery. This process involves scraping existing images from public platforms to feed generative AI tools, which then create new, synthetic exploitative content.
AI Generation of Synthetic Exploitation Material
According to the NCA, offenders are utilizing AI to bypass traditional detection methods by creating synthetic images that do not involve a physical victim in the moment of creation but are based on real children’s likenesses. This technique allows for the mass production of content that mimics real-world abuse.
The agency notes that the accessibility of high-powered AI image generators has lowered the barrier for criminals to produce high-fidelity imagery. These tools can manipulate existing photos to create scenarios that appear authentic, complicating the work of digital forensic investigators.
Risks of Public Image Scraping
The NCA warns that photos posted publicly on the internet serve as the raw data for these AI models. Once a photo is uploaded to a public profile or social media account, it can be harvested by bad actors to generate synthetic exploitative images.
This capability transforms the risk profile for parents and guardians sharing images online. The agency emphasizes that the threat is no longer limited to the redistribution of a specific photo, but extends to the use of that photo as a blueprint for AI-generated abuse material.
Technical Challenges in Detection
Law enforcement agencies traditionally rely on “hashing” technology to identify known CSAM. Hashing creates a unique digital fingerprint for a specific image, allowing platforms to automatically flag and remove copies of that exact file.
AI-generated content disrupts this system because each generated image is unique. Because the AI creates a new file rather than duplicating an existing one, the resulting image does not match any existing hash in global databases, making automated detection significantly more difficult for tech platforms and police.
The NCA’s warning underscores the need for new detection methods, such as AI-driven classifiers that can recognize the patterns of synthetic imagery rather than relying on exact file matches.
