A recent strategic session, convened by the Ministry of Science and Higher Education, centered on identifying key performance indicators (KPIs) to effectively measure the implementation of AI technologies. The Ministry has proposed a baseline set of these indicators, inviting universities and scientific organizations to contribute their own ideas to refine the framework. According to Minister of Science and Higher Education Valery Falkov, the goal is to establish metrics that genuinely incentivize improvements in both the quality of education and labor productivity.

This initiative comes as Russia continues to reform its national education system to better adapt universities to modern global challenges, a process that began in 2023. The focus extends beyond simply adopting AI tools; it’s about strategically integrating them into the educational process, university management systems, and the development of individualized learning paths. Joe Qin recently encouraged new undergraduates to harness AI tools for future innovation, signaling a growing acceptance of AI as a valuable asset in academic pursuits. While the specific KPIs are still under development, the Ministry’s involvement suggests a desire for a standardized approach to measuring AI’s effectiveness. A recent analysis of intellectual maturity indicators within the Russian education system highlights the need to adapt international best practices to define and assess AI readiness. Researchers at Moscow Metropolitan Governance Yury Luzhkov University found positive trends in AI implementation, but also noted concerns regarding algorithmic transparency, legal constraints, and a shortage of skilled personnel.

A new Russian standard, GOST R 71657-2024, further clarifies the permissible uses of AI in academic publishing. The standard allows AI assistance in data collection, analysis of publications, and even formulating titles, but explicitly prohibits listing AI as an author. This regulation underscores a commitment to maintaining human authorship and accountability in scientific work, even as AI tools become more prevalent.

The focus on practical application and measurable results suggests Russia is aiming to avoid simply creating a “showcase” of AI integration, as cautioned by some analysts. Instead, the intention is to leverage AI to enhance the core functions of universities – teaching, research, and administration – and to ensure that these improvements are demonstrably reflected in key performance indicators.

Looking ahead, the development and implementation of these KPIs will be crucial. The effectiveness of the digital transformation within Russian education will depend on the ability to accurately assess intellectual maturity levels and integrate student performance metrics into the evaluation process. The “Moscow Electronic School” project, cited as a successful example of achieving high intellectual maturity, may serve as a model for broader implementation across the country.
