“Renting law and regulations in New York are notoriously complicated and hard to digest,” said Jenny Laurie, executive director of HCA. “With Roxanne, we’ve made rental repairs guidance both easy to access and understand.”

Built on Josef’s Josef Q platform, Roxanne leverages advanced AI to transform legal policies and regulations into user-amiable Q&A tools. The chatbot can guide tenants through various repair issues, such as documenting problems, drafting letters to landlords, and even filing complaints with the city’s Housing Preservation & Advancement (HPD) agency.

Sateesh Nori, an adjunct professor at NYU School of Law, believes Roxanne can significantly bridge the gap in legal services for New York tenants. “One of the biggest challenges of working as a legal services lawyer or a nonprofit lawyer is that you don’t have enough time, or resources, to help everybody who seeks your help,” Nori said.

While HCA encourages tenants to continue using its phone hotline for more complex legal matters, Roxanne is positioned as a valuable resource for straightforward repair-related issues.
