Negotiations Postponed ahead of Tenth Round
A planned trip to Washington by Ryosei Akazawa, Japan’s chief tariff negotiator, was unexpectedly canceled on Thursday, August 28, 2025, instantly before his scheduled departure for the tenth round of tariff negotiations with the United States. The cabinet Secretariat confirmed the cancellation, stating that certain preparatory work remains to be completed at the working level.
Focus on Auto Tariffs and investment Pledge
Akazawa was originally slated to depart for the U.S. on Thursday morning and return to Tokyo on Saturday, following an proclamation of the trip on Wednesday,August 27,2025. During the planned visit, he intended to press the U.S. to swiftly reduce tariffs on Japanese automobiles, as previously agreed to in principle on July 22, 2025.
He also aimed to secure adjustments to a U.S. executive order concerning “reciprocal” tariffs, seeking a calculation method more beneficial to Japan. Furthermore, Akazawa was expected to collaborate with U.S. officials to formalize Japan’s commitment to a $550 billion investment pledge, seeking greater clarity on the terms of the investment.

U.S.Commerce Secretary Howard Lutnick indicated on Tuesday, August 26, 2025, that a formal agreement regarding the $550 billion investment-offered by Japan as a concession to secure tariff reductions-would be released later this week. This suggests ongoing efforts to solidify the economic commitments made during the negotiations.
